Motherboard sound problem

i have a problem with my motherboard sound, both on board and front panel were broken
i cant hear anything except noisy sound, it's like when u turn on a radio but lost the signal
in device manager is written "working properly", so it's not driver problem
i did everything, re-installed os, reset bios, uninstalled driver, scanned for the latest driver, disabled driver

so i dont want to waste my money before i know what the problem is
i bought cheap 5 usd : usb sound and pci sound

i thought the problem was fixed, because i heard any sound like normal
but the problem is when i set volume to maximum, i can hear the noisy sound from this motherboard, i cant disable it, it sounds so annoying, it hurts my ears
i dont think by buying expensive usb or pci sound will fix the problem
actually at 50% volume i still hear the noisy sound, but at 100% volume, it hurts my ears
 
Its emi/ground loop fault, if your motherboard has spread spectrum in the bios enable it and get better speakers. Or turn windows volume down to half. @Mr.Scott @Bones, any other thoughts?
 
System specs? make and model of motherboard, is everything plugged in correctly? If it has more than one speaker input on the I/O it could be in the wrong one. Had that before. As for front panel outputs double check connectors at both mobo and at the case front if you can take it off. BIOS updated? drivers updated?
