MSR and MMIO check box

Hi everyone,

I had an issue with some throlle on a low energy CPU, couldn't find the solution for a good week and THEN I found the check box.

In TS :
TPL --> Turbo Power Limits
MSR
MMIO

There is a small check box after MMIO (top right corner), I checked that box and instantly my system worked normally.
I uploaded some screenshots to make it clearer.

The question is : What does this check box do EXACTLY ?
From what I have read and understood it makes the MSR and MMIO values the same.

Question is again : HOW ? Is there any changes in the registery or BIOS ?
