My cpu (i7 1065g7) is running at max clock speeds when there is no load.

Hi, about a month ago I left windows to take a look at some Ubuntu based distros on my Dell Inspiron 15 5501 laptop. After recently when I reinstalled Windows 10 I noticed my CPU always at somewhere around 3.5 - 4 GHz. It sometimes goes down but for a brief second and only to 1.5GHz. In my old windows installation it stays low during normal use only ramps up when needed. Same thing with Ubuntu. But when I reinstalled Windows 10 my CPU runs always at max with utilization as low as 0%. I installed every driver possible from dell I tried 4 versions of bios and their factory and bios default settings. And also windows 10 power slider doesn't seem to affect clocks (I have checked with process manager and hwinfo). I'm reaching out to you as my last resort please help me. Thanks.
 
go to system properties to the energy settings and set the profile to standard (office/balanced) or reset all settings in this profile. and check again.
i am pretty sure it's ideling again down

after a restart it starts idleing after approx. 2 minutes. so keep an eye on it

Thanks for the reply but it doesn't work. I looked at the power options (again) there is only balanced mode and that's it. But I reset all the settings but no effect.
 
at the power options
which power options YOU mean?

start the taskmanager go to "performance" and wait some minutes. 2-3. depends on CPU

Thanks for the reply but it doesn't work. I looked at the power options (again) there is only balanced mode and that's it. But I reset all the settings but no effect.
exactly! set to balanced and / or reset this profile.
start taskmanager and observe

the fact that u already reset the bios via "reinstall" excludes the possibility, normally, u setup something down this level which could affect it's settings.
never the less. reinstalling the bios is mega risky. just install the latest and IF u need to reset settings in bios just do it via the prompt in BIOS itself.

I used Dell's bios update software to update my bios and use bios to reset settings.

I guess it went away but not completelly. Now my laptop not doesn't go crazy high unless the utilazation is under 80%. But there is this problem now windows power slider not affecting anything. I put it to best performance but there is nothing changed in terms of cpu clocks. Same with better battery and best battery settings. Is that normal? Thanks.

Update now my power slider went missing all of a sudden. What is happening?

this mate is the prob. set the slider to the far left. and don't touch it. best performance means full speed. not the energy efficency

your cpu does all he wants if it needs to by itself.
i would eat a broom if this is not the issue
 
I was using better performance before and I just put into best performance to try to see if it effects anything.

And power slider went back. Throttlestop added a high performance plan and switch to it I switch back to balanced now.

Are my C0 state residency values high?
 
set speedshift eep to 0 , this will allow cpu to draw as much power as possible hence improving performance
 
But I don't want performance I'm a laptop user and I don't want to turn my laptop into a hot hair dryer when I'm browsing the web.
dont set the speedshift eep so high, set it to 80 its the perfect balance according to me and undervolt the cpu using fivr to -11 mv in the 125 mv range

okay mate next step:

win button + R ___ gpedit.msc ____ and there u can look for the energysettings

Computer Configuration => Policies => Administrative Templates => System => Power Management

there you can set up an automatic profile and activate it permantly. this prevents that ANY software changes the settings again
if u think u need it for the future

i ment -100 mv not -11
 
but i guess the main problem is solved and u know now the settings which affecting it

The main issue solved. But I have a question. My cpu only goes to 1.4 at least I set my "minimum processor power state" to 0% but it doesn't go all the way down. Is that normal?

it will never go to zero%. u have always a base load. and how high it goes depends on your hardware.
