My games tear and lag (with high fps) when i get a notification (steam-teamspeak) or have a window open with moving objects like adsc

So I have this problem for a while now and i wanted to ask if someone knows a fix.

whenever im playing a game (cs:go for example) and I get a notification (from any source: steam - teamspeak) or have lets say youtube or a website with a running ad on my second monitor my game gets all laggy and teary even tho my fps is stable over 150.
When I then open the notification window and lets say look at the message and dismiss it, the lagging is gone

Is there something wrong with my graphics card because i am running very stable with around 75/80 C.
This also happend before I upgraded my CPU/Mainboard/RAM/SSD from a AMD FX8350, 16GB RAM

Setup:
MSI B550 Mortar
AMD Ryzen 5 3600
DDR4 3200 16GB Dual Channel
AMD R9 290
m.2 NVME SSD Gen 3 (500GB) OS and Game
550 Watt Thermaltake PSU

Monitor is a
LG 27 inch 144hz gaming monitor
Second monitor:
Acer 27 inch 75hz

Does anyone have a hotfix, driver update or hardware fix?

Sounds more like an internet bandwidth issue.

I think it has something to do with how the overlay is drawn over the current image. Like the notification becomes the foreground scene and the game is considered to be in the background (possibly not letting it get full resources?)

I used to get this issue before but I don't remember how i got rid of it. try playing in Fullscreen mode instead of Borderless.

since i got a 100Mb/s connection and it only happends if i get a notification and if i dont open it it keeps tearing till i open it, it isnt bandwith
