My Gpu clock speed and its memory clock speeds are stuck

Hi, can anyone help me please, i've been facing this problem and trying to fix it i tried youtube and everything nothing worked, my gpu clock speed is stuck at 135Mhz and gpu memory speed is stuck at 405Mhz even on high load. it got only 3fps on furmark even though my second gpu (intel HD 4600) got14 lol, i know this isn't the normal score. also the gpu memory are always 0.1/5.9 (4gb are shared memory) and i dont know if its a software problem or not.

-i tried installing fresh windows many times.
-i tried installing new drivers with ddu.
-i tried diffrent power plans.
-i tried changing mhz using msi afterburner also tried the max but didnt change anything.
-i tried installing new vbios but i couldnt because i cant find my gpu's vbios, i tried the normal gt740 (not the mobile one) but it said my laptop didnt support eeprom i searched what this meant and i still didnt understand, also it said that .rom files isnt supported too (if i remember)

[Note] i have another problem, my laptop doesnt read my charger, even though its plugged and charging but always reading that its on battery, and i dont see the charging icon in the task bar, and its not a windows problem i literally installed linux to check the battery issue. (i said this cause it might be important)

My laptop specs (lenovo ideapad z510) :
-intel core i5 4200M
-intel 4600 HD
-8gb of ddr3
-and the stuck gpu (nvidia gt740m 2gb)

Notice that green area in GPU-Z - perfcap reason: Pwr, means that your GPU driver or the graphics chip sees it's somehow hit the power limit (perhaps shunt gone bad) and it won't let it go to 3D clocks, instead using the "safe", lowest clocks.

Try this latest driver for GT 740M and windows 10, it might just work...

is there any solution for this?

Charging system is your problem. GPU clocks are locked on battery power only.

When the stress test is run on battery, the CPU clocks at 2.5 GHz and the graphics core runs at minimum speed (135 MHz). The latter surprised us and we reran 3DMark 2011 and the Tomb Raider benchmark on battery. The results of the two benchmarks confirm that the computer cannot really be used for gaming on battery. The 3DMark 2011 result falls to 372 points and the Tomb Raider benchmark reaches frame rates of 20.7 fps (min.) and 9.6 fps (medium).

Charging system is your problem. GPU clocks are locked on battery power only.
but how do i fix it i really tried so much
[Note] my battery is really degraded its health is like 13%.

I'd start with a new battery.
Realistically though, it may not be worth the repair.

It will resolve degradation, replace the battery then get back with us
im really broke right now + i dont really care about the battery right now because im buying more important stuff for the laptop, ive just bought it for about 50 dollars lol

There is no 'free' fix for this. It is hardware damage.
Battery minimum, motherboard would be next guess.

Try this latest driver for GT 740M and windows 10, it might just work...
bruh this driver is really bad it made it worse now it only scores 1fps in fur mark and its more laggy in other games, i reinstalled the old one, but i really appreciate the help :)

Odd... Although I don't have that same GPU, I have some old Quadros and GeForces and did not have any bad experience with the latest/last driver.

I tried uninstalling the drivers completely with a DDU, and reinstalling it, it worked, but after rebooting the problem is back again
As i stated get the pcb repaired
