My rx 580 of 8gb of vram only detect and use 4gb vram

My rx 580 of 8gb in gpu-z, hwinfo, task manager, and all games detect and use 4gb vram and idk why? can anyone help me with this

8gb? GPU-Z shows 4096 MB which is 4 GB. Part number in GPU-Z shows 4 GB (GV-RX580Gaming-4GD)
Part number on the memory is H5GC4H24AJR which is only used on 4 GB cards.

There is nothing strange.
