Mysterious High Latency

I'm getting extremely high latency, and I can't quite figure out why =(.
Latency on programs like ventrilio go from 141ms-13k ms, game latency jumps from 400-1000ms, and internet browsers have high latency as well.

Now I've tried phoning the ISP and checking if it's on their part, but they've said all the connections to my pc are great, and that the modem is working correctly.

Now here's the puzzeling thing, my network activity looks pretty normal, it's sending around 3,000,000 bytes, and receiving 14,000,000 bytes.
And since I have 2 connections, School Connection, and this isp connection I paid for I decided to test to see if it was a pc related problem.
My school connection works just fine, I get the latency usually I do working on it.

This high latency tends to occur during the high times of the day 9am-12am pst. At these times is starts to hiccup (bounces from 141ms-9k)

I've also done a Tracet to try and identify the problem.

My Os is windows 7, I've updated all the latest video card, and motherboard ethernet drivers. Running EsetNOD32 vers4 for antivirus.

what it seems like is you have alot of people that get online in your neigborhood around the 9-12 time frame which kinda bottlenecks the lines around your home. im sure someone with a better explaination will chime in here shorlty but thats all i can think of

Well I've gone as far as to reformat my comp again =( just to see if it was a virus I couldn't find or something. But to no avail, could it be possible that someone is hogging the bandwidth?

chiiaki, my guess is you're on a cable connection, whcih means you're on a shared connection w/ the rest of the neighborhood (put simply). what athlon said is quite true. run some trace routes and ping tests to show the isp you mean business. i had this problem with cox communcations many years back and after weeks and weeks of calling they finally upgraded their infrastructure in my area and boom, no more lag. good luck.

Are you on a "wireless" ISP connection (dish to tower)? Or a DSL line?

DSL, with no router, it's a ethernet cable from the cable modem direct to my computer.

Thank you for the advice =). I have called them and I have sent them trace and ping tests.
The test I posted above was one of the many I sent them =D. Another question I have is, looking at the tracert I posted up top, it looks pretty normal right? showing that it's not a connection issue. Does this indicate that the isp has stuffed to many users onto one connection?

Yep. Best thing you can do is send them some of those "ping tests". They rely on most of the public to stay "under educated" on how their stuff works. You can send proof, they will listen up a little quicker. Good Luck.

It looks like your using Google Chrome and on a cable connection from Bresnan.
As far as the cable connections latency, you will need to speak with their technical support or engineering department.

Try this, use Firefox, Opera, or IE plus Opendns; and then, check your latency.
Also, run this: (use MS IE6 or greater for this test Internet Connectivity Evaluation Tool), Broadband Tests and Tools and see if they will help sweeten your settings.

OpenDNS is free for basic, you have to sign up, but their is no charge. OpenDNS FAQ page.
