(NEED HELP) Im having TechPowerUp GPU Z Power consumption 0 PerfCap Reason idle for nvidia gtx 1050 ti

Is there any fix for this? I am having laggy games and have constant frame drops. Its been a year since I bought this pc from somebody.

Reinstall windows, dust the gpu.
 
download the latest driver and DDU.
place both on your desktop, go into your device manager and disable your network device.

hold shift while pressing restart and go through the troubleshooting menu to restarting in safe mode.
press 4 for Safe Boot without network.

open DDU, go into the settings check physiX and uninstall and NOT restart the Nvidia drivers.
after it's done shutdown the PC manually, boot, install the latest driver, go into the device manager and enable your network again and restart the PC.
 
I just tried GPU-Z with my GT 1030 using the render test (from the first tab)


Render test not running:
  • GPU Load 0%
  • Video Engine Load 0%
  • Board Power Draw 12.7W
  • PCIe Slot Voltage 8.4 V
  • Power Consumption (%) 0.0% TDP

Render test running
  • GPU Load 100%
  • Video Engine Load 0%
  • Board Power Draw 23.5W
  • PCIe Slot Voltage 2.1 V
  • Power Consumption (%) 0.0% TDP

Not sure what is the difference between GPU and video engine
Why does the PCIe Slot Voltage drop?
Power Consumption (%) stays zero in both cases
