Need help. Nvidia control panel problem

I'm on Win 10, and as you know Microshit pushes updates on it whether you want that pile of untested garbage code, or not. And with their latest pile of garbage code called creators update, they managed to F up my OS in such a way that i can't open Nvidia control panel any more. It's unavailable. It's not there when you right click on desktop. It's not there when you look among hidden icon on taskbar. When i open geforce experience and try to start it from there, it results in a message "nvidia control panel application (number) stopped working.

I tried clean uninstall with DDU. Works fine until i restart my PC. Then NCP disappears again. Tried older drivers. Same thing. Everything was great until that shitty win 10 update. Any suggestions?
 
Just to better get our heads around this issue what are your system specs? Also welcome to the forum! :lovetpu:
