I have Rampage extreme with q9550 and Corsair TW3X4G1800C8DF 2x2 ddr3 1800
4870 x2 crossfire
swiftch h20 220 water cooling
psu t12w 1200 w
and i need to know the optimal configuration for my tweaking
i need the whole process if any one could help plz!!

No such thing as an "optimal configuration". Every system is different.

Look in the Articles for OC guides and start reading. :)

Look for guides around here. There are tons of stickies in the OC & Cooling section. So the process is just this for OC cpu > Get a better cooler (obviously) >Change ram:CPU divider > Up FSB > Stablity tets> if unstable Up Vcore> check temps > Stablility tets> If still unstable up FSB voltage > Check temps again > Stablility test> If still unstable up NB volt > Check temps again > Stablity test

i'm runing now 1333 configuration and it's very stable but when i raise any voltage or any frequency or FSB it gives me Bsod andmemttest errors

Hate to bring bad news but, it is near impossible to run 4GB of ram at 1600Mhz or higher on the rampage extreme.

Note that you can raise your fsb while keeping the memory at 1333mhz via the FSB divider...

Somethings you want to watch for in this board:
CPU PLL voltage, it sets it to 1.7V on auto which is overkill and may damage your procesor. Try setting it at 1.5-1.55V.
Before raising the NB volts make sure you replace the TIM on the northbridge. The stock stuff they use is almost non-existent!
Make sure the memory is in the white slots.

I figured it was the white greasy stuff but didn't recognize the acronym. Thanx :p
