Need help with understanding this bios Error

I recently bought a used dell workstation to use as a Plex server and I got this message when trying to boot to Ubuntu on a usb.
I have no idea what any of this means.
Would any of you be able to help?
specs are:
cpu- 2x Xeon e5 2630 v3.
gpu- gtx 1050ti.
ssd- Intel s3500 600gb.
hdd- 2x wd reds.
used tower- Dell Precision T7810 Workstation.
ram- 2x 8gb Samsung m393a1g40db0-cpb

It was a dead cpu.

Socket 1 APIC 10 Microcode43.

Something in the microcode doesn't like the Kernal.

It's apparently trying to use something that said NO.
 
Try to disable C-states from the GRUB boot loader (add: intel_idle.max_cstate=0 processor.max_cstate=1), test the memory, CPU and motherboard.
 
2133MHz Ram with CPUs rated for 1600 and 1866MHz Ram.
 
I thought that the motherboard would automatically set to the ram to 1866mhz
It should default to the slower speed.
Try removing the secondary CPU and booting.
