Need some direction to update my knowledgebase so i can upgrade my hardware more effectively

This is a long post!!
I have researched 90% of what I'm asking about for the better part of the last 6 months and my hardware still isnt doing what I believe it should be doing. "Research" in this case includes everything from random youtube videos of people breaking things to make things up to full engineering white papers on theory and production models. I also have diagnosed Schizophrenia (sensory hypersensitivity pertinent to minor things i want to fix) so sometimes I hyperfocus/forget parts of facts/do all the above without sleeping for days, so please pardon me holding my knowledge hat out to ask for change. Any actual readers can probably TL;DR past this point, the rest of the disclaimer is exposition.
This long friggin' post is a full admission that my current understanding of hardware/software devices and how to properly configure them is obviously flawed, so I'm asking for people who know more than I do to just aim me at better documentation resources, preferably some have attached use case/testing results, so I can finetooth my current configs and potentially do some future proofed upgrades without having to chase my tail about them. QC and oversight are NOT what they used to be in the consumer electronics space and you can't trust primary manufacturer specs any further than you can spit.

Basic issues I'm trying to correct/things im looking for:
  • I want to add DP 2.0/thunderbolt capabilit, but I don't see the point in spending $200 USD when I can just upgrade my MB for a slightly higher cost. Just haven't finished researching best options.
  • FRIGGING FAN NOISE when GPU under load! Master cooler ML240 installed for CPU with top mounted radiator and 2000rpm 120mm SP fans x2 (daisy chained so AIO pump is on independent control @ 99%) configured for exhaust. (OOB) Corsair LL120mm x3 on case front panel for intake. Front case panel removed atm but I'm modding to add mesh insert and fabricating an 80mm cowling adapter to add another 120mm exhaust fan to case rear panel. Using Fan Control from git to sync all fans on mix for highest temp read between CPU core sensor and GPU sensor (GPU fans are slaved to GPU temp @ 1:1 above 40 C) for proactive CPU/ambient cooling flow increase and keep pump at full. I'm piggy banking for one of the new AMD GPUs, so I don't want to mod it yet.
That said, I've read through the 1usmus write up on AM4 power state theory 4 times (even though it's dated) and configured settings accordingly. CPU core Temp sits at mean 31 C unless it's under heavy load and max I've recorded is 40 C when benching and somehow I pull 4-4.9Ghz per core on Eco mode. But the damned GPU fans are as loud as my dremel whether I run an OC profile (1920Mhz clock, 1020v stable) or my current undervolt profile (1605Mhz, 775v) if it even THINKS it's under load. As stated earlier, I have sensory hypersensitivity complications, so I can't do headphones and the noise makes me want to claw my eyes out. RPM readouts match with Firestorm, HWInfo and Fan control, so I don't THINK I'm getting a bad temp read, but I don't want to pull the hardware apart until I have a replacement in hand. I've tested all fans independently and while the AIO fans have a bearing rattle below 68%, they're an easy replacement and everything but the GPU is as quiet as my houseplants.

    • I run Windows Pro and i know it was stupid of me, but I accidentally allowed the 22h2 update in and it screwed my hardware config at the beginning of October. I've formatted and fresh installed, re-created and activated a local admin account and added my MS account to admin group (disallowed settings restore, but I do use my onedrive for business purposes) however, on every restart, the stupid OS goes hunting for oem device configs dating prior to the 22h2 upgrade that it can't find and then fails to run the corresponding services. It also seems to be creating a new temp file store on every logon instance, so even though I have my personal file stores set to pull from onedrive and not store on device, they wind up in 4 or 5 different places in the users directory. I can't tell if it's doing its initial profile sourcing from a corrupt, hidden image associated with my MS account or if it's a function of the newer device security settings yet, and reading through the Microsoft learning database is so disjointed without knowing the very specific terminology for the issue that it makes MY brain hurt. If anybody could just point me in the right direction, I can do the reading myself and would be eternally grateful. I actually really like some of the new functionalities, but if I have to spend an hour every time I reboot restarting services, reinstalling correct device drivers and deleting repopulated registry keys I will 100% glue 6 decapitated baby doll heads to my rig and the take the equivalent amount of wasted time to fab my own dirt market wiring harness with LEDs and speakers so they ALL repeat lines from the exorcist asynchronously, RECORD IT and then post it to every Microsoft forum group I can find until some moderater just blocks me entirely.

All that said, if you actually read all this I really appreciate it. I'm really not asking for hand holding step by steps, just to be pointed in the general direction of documentation that will help me teach myself. I've got a couple more minor questions, but I'll hold them to see if this post gets any traction and not deleted by a moderator. I'm also more than happy to upload any of the documentation I've used for learning material on request. Its pretty much just a big dump of white papers on functional theory and technical details for things like EDID, HDMI, DRM and DRAM, links to specific MS learning database articles and other off beat stuff like full white papers on C-RAN functionality (used one to prove to my higher ups and wireline techs that US telecom/mobility providers DO use locked ports on provided gateways to route and broadcast cellular traffic), but keep in mind that a lot of them are not composed in English. EU countries (France in particular) tend to have more strict regulations than the US when it comes to documentation requirements for manufacturer datasheets, for example.

The very best way, Google. Seems to be a really good search engine for specifics.

Read multiple forums and websites to get a general concensous on hardware favorability. Same for problematic hw, and software updates too for that matter.

In the end, we all do the same thing. Make a build, run it and generally issue free, or minor issues that might already have a resolve.

Don't trust before release reviews is my rule of thumb. I let the hardware be explored by others before making purchase decisions. Bios updates often cure a lot of runability issues with hardware.

As for windows and the updates, W11 has been rough. I'm in my second install and it nags me to update to 22H2. Nah I'm good. I disabled windows update for now hoping to skip this revision of software.
