New build advice

Hello everyone. I want to build a new pc and need some advice. This pc will be used for
Gaming (I have a 240hz 1440p monitor)
Watching several twitch streams here and there.
Some dvd encoding and burning. I use software like Handbrake, Convertxtodvd, Bandicam.

I am going the Intel route. I will eventually get a rtx 4080 to use with this build. Wanted to know

1) What cpu should I get a 13700k or go 13900k? Is a 13900k overkill and a waste for my use case?
2) What case would be good for a intel 13th gen combined with a rtx 4080. I was thinking about a Fractal torrent(if i use an air cooler) or a Corsair 5000d airflow(if i use a 360 aio) but depends on my cooler choice I guess. The rtx 4000 series are huge and I don't want to vertical mount the gpu so i would like to have enough space for the gpu power cable with having too much a bend but also dont want a 7 foot tall case lol
3) What cpu cooler? Is a Noctua d15 good for either or do I need a 360 aio? I don't overclock. I just set xmp and let it run at stock (if you say aio which one?)

I doubt air cooling will cut it for any of the unlocked 13 gen cpu's above the 13600K. What is your budget?

If you can hold off until January I'd be looking at a B760 board paired up with an i7 13700 / 13700F. Those cpu's will use less power and create less heat than their unlocked counterparts while going head to head with them if they're anything remotely similar to the Intel 12 gen locked cpu's. Meanwhile DDR5 is going down in price here in the US at an almost weekly bases which makes waiting until January to purchase your build an even better decision.

I see people with 13900k build on pcpartpicker with a d15 but keep hearing that not good enough. Just cant decide for what i do if i really need a 13900k or 13700k is a better choice. I guess for just the mobo, cpu, case, and cooling under 1800. Just seems like the torrent is better for air cooling and not aio/water cooling. I just want to make sure the case is large enough for the 4080 without it being too big.
 
13700K with 6000+ MHz ram and EK AIO.
 
I wanted a 13900 , but not available.
A d15 should be more than ok , on paper anyways(cpu contact frame, ideal conditions/setup).
