I've got isopropyl alcohol and toothpicks. I've had another look and tried to clean those bits out. Though when looking closer, it looks like all the pins I've circled are bending towards the way the arrow I've drawn is pointing. Could have been from the pressure of the CPU clamp that holds it in place. What do you think? Can those LGA sockets be replaced?

More photos, sorry, its difficult to get a good angle

LGA socket replacement is an advanced soldering procedure that requires specialized hardware and it costs more than this entire system, if the pins are bent but not broken just try to get them in place but without using any force whatsoever, if the pin breaks your board is done for.

Would you suggest new motherboard or whole new PC? Is motherboard replacement easy enough, or do you think this system is just too old?

Return what you can and start with a platform from the last three years. Preferably DDR5 based.

I think i'll probably do this. I'm only wanting to stream and record SNES games through an Elgato capture card, so just looking for something that can handle basic video editing and streaming. Don't need anything mighty powerful. Think i've been duped into buying too cheap though

Probably. If you don't need a super powerful machine and can do with a USB capture card, sounds like an older Mac mini sounds like something that would be right up your alley. Older mini's don't cost a lot of money and they make for great emulation boxes. I bought a mid-2010 (thread on it) for this purpose recently, mine has a Core 2 Duo... Processing power for this machine is a bit on the weak side, but works for this purpose. To handle a capture card... you'll probably make do with a 2014 Haswell mini or something like that.

You have been really helpful today, thank you. I'm looking at Mac minis. Hopefully can find something that works well!
