Upon pushing the power button, all the fans start running (cpu fan, case fans, psu fans, video card doesn't until 60C but the red lights are on). However, the monitor comes up with a "no signal".

I have tried different monitors, cables, DVI ports (both MB and video card), HDMI ports (both MB and video card), unplugging PSU cables and replugging in, holding down the power button for extended periods of time (60 seconds).

I'm at a loss. Unfortunately, I don't have my system setup for speaker codes (the beeps). So I guess I'm going to try testing the RAM to see if one of the sticks or slots are damaged, even tho they haven't been removed from their socket when I did my system swap.

I haven't heard a beep code since maybe the late 90s.... they continued for a while on budget oriented boards but even there I expect almost all have been replaced with status LEDS. Your Owner's manual should tell you what each LED indicator / beep code means

However, AsRock tends to be a bit cheap on the manual side; I didn't find a troubleshooting section of description of any LED indicator lights or beep codes

I assume that the board has a AMI UEFI/BIOS ... if so and it uses beep codes, i think these would be the appropriate ones

Make sure ya used the monitor OSD to select the proper port and that cable goes from monitor to GFX card, not MoBo I/O... if still doesn't work try on board GFX

Is there anyway for you to confirm that this monitor does indeed work? Possibly using an alternate computer, input method, maybe a cable box or cell phone over MHL?

100% confirmed that both monitors work. I will double check the osd tomorrow morning to make sure the proper port is selected on the monitor.

Yesterday I got back home to see first time in years no signal message from my monitor as well. First thing I did was unplug all peripherials from usb ports, and it turned out to be the bluetooth adapter plugged into usb that somehow screwed up posting completely.
Second thing I'd do is unplug your drives (dvd, hdd, ssd) one by one.

Then you can move on to diagnosing your psu, mobo or video card.

resetting bios? or using different output (dvi or hdmi)
or just try to turn it on without ram just to check will it show something on monitor?

Ok. I just tried using one RAM module in all 4 seats, nothing. I did the same with the other module, also nothing.

I made sure the monitor's osd was set to either hdmi and/or dvi respectively which is what I can use. Still nothing.

I also tried different SATA ports with my ssd, nothing. I also tried 2 different WD black hdds. Still nothing.

The jumper connection (the 3 pins) is set in the first 2 pins. To reset the BIOS, what do I do exactly?

Bread board it, if it doesnt work take that card to another machine.

Is the bios up to date? Z170 doesn't support Kaby Lake without bios update.

This may not be the solution, but let me just put it out there to the community. There's something funny about the last windows update. Few posts above I wrote about my pc not posting for the last two days, and removing a usb device that helped.Well,it did not. Turns out the PC has (or had) cold boot problems. Starting a cold machine - no post. After 2-3 tries - post. Restarting - always posts. I checked my bios settings, then cleared the cmos- no change. I wa about to try flashing the lastest bios once again, though I was on the latest already, when duno why it struck me to look at windows updates. I had none installed recently, but one pending with a yellow warning. I installled, restarted the PC, and the issue is gone. Two cold boots in a row posted.

I don't understand what bread boarding is.

If I don't have a display, how can I flash my bios? Would be 100 times easier if I can at least see something of significance.

Windows is not installed. It's a blank ssd.

Get a Skylake CPU somewhere, borrow from a friend or get a cheap Celeron or something for flashing.

Take necessary parts out of the case put them on a non conductive surface Elevate the motherboard with a box and insert the video card fully and squarely into its lot clear CMOS also install one stick of memory into the applicable slot see if it boots up then if not take the video card to another machine and verify that it's working if it doesn't work in that other machine replace the video card

But like I said, Z170 doesn't support Kaby Lake without a bios update, so assembling it over a box won't do any magic.

Here in Finland we just simply say "assemble the setup over the motherboard box". :D
