NVCleanInstall does not prevent Windows from installing updates automatically

So I discovered something in NVCleanInstall. When using NVCleanInstall for first time after a fresh Windows install prevents Windows from installing driver, but after the first time if you uninstall your driver with DDU in safe mode and then go into NVCleanInstall to install new driver it does not preventing Windows from installing drivers, Windows installing an old driver while NVCleanInstall is downloading a driver package from internet. Is this normal behaviour or a bug that has not been found yet? If it is a default behaviour what can I do to change this behaviour so Windows does not installs the driver automatically while NVCleanInstall is still running.

OS is Windows 11.
 
Get the driver package, install it manually and disable WLAN/remove your ethernet cable so it doesn't get to the internet to download that driver.
 
Uninstall driver, unplug Ethernet, restart and launch nvcleaninstall. You will see message that it's blocking windows automatic driver downloads. Plug the Ethernet back in and download drivers with nvcleaninstall.

Yeah, explained better than on my post :D but yeah, this will prevent the old driver from installing via internet.
 
NVCleanstall prevents downloading the driver from Windows Update. If you have installed the driver previously, it sits in your local driver cache. Not sure if installation from there can be prevented, too.
