Acronis Disk Director is what I use, I believe it works in Vista, but if not it comes with the option to create a bootable disc that lets you run it off that, so you don't even have to enter an OS. It is actually faster that way anyway, and is usually what I do, especially since if you do any opteration that touches the OS drive you have to reboot to do it anyway.
