PC only boots up with a windows boot stick

HI, I have a very old computer. It has one of the first quad core cpus. It will boot, but only into safe mode, and only with a boot stick. Then the computer screen is full of columns of horizontal lines. Is it worth it to try to do a clean install of windows?

I tried to check on individual components in the device manager, but in safe mode I can't check the cpu's or the graphics card. Is there a software I can use to check the health of individual computer components?

Sounds like the graphics card might be fried. Could be faulty RAM as well.
 
Protip for getting help with a troubleshoot; always give system specs. Even if it is just the OEM and model number.

And it is definitely worth it to try a fresh install of windows. The old install may simply be hosed.
