PC Wont Boot Using dual rank RAM (Mobo CPU Light Indicator ON), but posts using single rank ram

My motherboard was damaged, and after being serviced, it doesn't work as it did before. I use a PNY XLR8 32GB kit 3600 dual rank RAM, and when I try to power on my PC, the CPU indicator light on the motherboard turns on. Let's call this kit A.

I've tried using another RAM kit with specifications of 16GB kit 3200 single rank, and my PC boots up normally. With this kit, the RAM can utilize its XMP 3200 profile. Let's call this kit B.

Here are some configurations I've tried (my motherboard has 4 RAM slots):

  1. Configuration -A-A doesn't post.
  2. Configuration A-A- doesn't post.
  3. Configuration A--- doesn't post.
  4. Configuration -A-- doesn't post.
  5. Configuration --A- doesn't post.
  6. Configuration ---A doesn't post.
  7. Configuration -B-B posts.
  8. Configuration B-B- posts.
  9. Configuration B--- posts.
  10. Configuration -B-- posts.
  11. Configuration --B- posts.
  12. Configuration ---B posts.
  13. Configuration ABAB posts.
  14. Configuration -BAB posts.
  15. Configuration AB-B posts.
Do you have any ideas why this happens?

Note: I have already tried RAM kit A on another PC, and the PC works normally. XMP can also be utilized.
 
Might be able to manually set RAM timings to timings B set likes while B sticks are installed and then swap out for A sticks. Perhaps board doesn't like faster speed of A set. You'd think that clearing CMOS would make board try to use JDEC timings on first boot with A set though so if that didn't work then what I said probably wouldn't work. I'm not great at RAM issues though so stay tuned for more advice.
 
System specs?

Ex. I have a A320+4600G build that is extraordinarily picky w/ RAM. It flat out will not run faster than 2133-2400, regardless of set timings and voltages (Asus A320M-K, IIRC)
 
It helps to know the CPU, but running dual-rank DDR4-3600 is a lot to ask many CPUs.
