PCI-e x1 to TB3 adapter

I have an internal PCI-e sound card from my previous PC that I would like to use it with my laptop. Since my laptop has Thunderbolt 3, is there any affordable adapter for my setup to work?
 
Quite unessecary, onboard audio is probably as good.

What you're looking for is an external PCIe enclosure, closest thing you'll find with any sort of market availability is probably an eGPU enclosure.
 
TB3 adapters are generally not affordable - it's an expensive standard, with expensive controllers, expensive cabling, and expensive certifications. There are TB3 non-GPU AIC chassis out there, but they aren't cheap. OWC, Startech.com, Sonnet and the likes might have what you're looking for, but I would expect pricing starting at several hundred dollars (a quick search showed me a Startech.com one for something like $850, though that sounds high even for TB3). ADT-link's roll-your-own eGPU solution (no chassis, BYO PSU) is something like $275 on AliExpress. TB3 isn't cheap.

If you want better sound on your laptop, try selling the soundcard and get an USB-based one.
