pci x16 3.0 running EXTREMELY slow with my new RTX 2060 SUPER

specs:

i7 4790k
MSI RTX 2060 SUPER VENTUS OC GP
MSI Z87-G43(NON GAMING)
COOLER MASTER +80 650 WATT PSU
KINGSTON SSDNOW 240 GB
Kingston Savage 16GB 2400 mhz ram

Sometimes changing bios settings, re-installing nvidia drivers and downgrading bios version helped my problem but whenever i restart PC it's back to running like shit again. There are no issues with my ex MSI GTX 1060 graphic cards in that particular slot and RTX 2060 SUPER runs well in pci x4 2.0 slot(but of course it's not at it's full performance) Running like shit means it's even stutterin in windows without any games open in backgroung

Things i've tried;

re-seating cpu
re-seating gpu
checking the card if it's running @pci x16 3.0 by GPU-Z
restoring bios settings to default
tried multiple versions of BIOS including the latest one
installing windows10
installing windows7
Intel diagnostic test for cpu
Windows memory test for rams

gave the card to MSI if the problem caused by my new RTX 2060 SUPER

edit; i've tried the card on my friend's rig as well so no problem with the card. but the weird thing is i'm having no issues with GTX 1060

What does 'run like shit' mean? Can you please quantify that statement?

Does your GPU have a BIOS update by chance? If so, maybe consider applying it.

What did MSI say??? The card was good? Also, did GPUz confirm 3.0 x16?

What RAM do you have? Maybe it is being wonky... try with one stick and swap sticks/borrow a set from your friend/mem test it... etc.

EDIT : I'm blind...
Have you tried reducing PCI-e lanes on main port (tape mod) or forcing slower PCI-e speed from BIOS ?

Give us some performance numbers in a few games to see how much you're really missing here.

Update chipset drivers. You've already tried BIOS... other than that and gpu drivers I struggle to see what it could be. You could also be somewhat CPU limited depending on what you do with it. To double check that, you could run Unigine Heaven or 3DMark and verify scores with similar rigs.

Update chipset drivers. You've already tried BIOS... other than that and gpu drivers I struggle to see what it could be. You could also be somewhat CPU limited depending on what you do with it. To double check that, you could run Unigine Heaven or 3DMark and verify scores with similar rigs.

No need for any tests really it's so slow even in windows. I took several userbenchmark tests results were awful.

I also just upgraded my gtx 1060 ssc 3gb to an rtx 2060 super founders edition and i know for a fact my i7 6700 bottle necks whole gaming. And when loading games it hits 100% now when it never did before. I just ordered a ryzen 5 3600x and an asus strix b450 f hoping to eliminate the cpu bottle neck. But how could changing my gpu alow my WHOLE system down the way it is? I oberclocked my ram and made timings tight and i seen a substantial difference. I also use nvidia dsr to make my resolution 1440p and run bfv on ultra everything to get rid of as mich cpu bottle neck as i could. It worked but still system is much slower loading games than before. Someone else said they cleaned thermal paste off and reapplied and it was there temps causing this. But i have an aio. I turned fan and pump speed up that changed nothing. Ik i didnt bump my cooler. Ot wouldn't move regardless and i just changed the paste 2 months ago and temps are still normal. At 100% cpu usage it maxes at 60c. If anyone has a fix please lmk. I bought my rtx on eBay and it was brand new. So maybe i need to update its bios? The kid coulda been just sitting on the gpu since it first came out amd therefore its not up to date maybe? On unigen i got 16283 on 1080p medium with very slight o.c 12057 1080p high slight o.c. Like less that 100mhz on core and mem and 11050 stock 1080p high
