Hello,
recently I noticed that when I'm at idle or browsing PerCap Reason is at Pwr, but when I'm gaming it's Idle normally.
This is when at idle or browsing:

And this while gaming (in this case Metaphor ReFantazio):

Should i be corcerned? Or is it normal?

The 2 screenshots of GPUZ look normal to me.
1) When browsing the GPU draws 25-40W so hence the idle perfcap.
2) When gaming the card hit its power limit which is the normal and healthy thing for gaming.

PerfCap is general. When says Idle there is no performance cap.
Perfcap can take several different activations.
One of them is Pwr (Power).
Another could be Temp throttle, meaning the card is perf capped because of overheating. That’s is worrying, meaning the user has to take action like cleaning the cooler, repasting GPU, improve case cooling and so…

Try HWiNFO64 sensors mode. There it’s possible to see all potential activations of PerfCap.

But once again PerfCap=Pwr is normal when gaming meaning there is no other constrain and the card is reaching it’s specified power limit, whatever that maybe.

But It's the other way around, PerfCap when idle = PWR, PerfCap when gaming = Idle.
I've seen too that when I'm in idle or browsing the Bus Interface is PCIe x 16 4.0 @ x16 1.1, but when gaming it changes to PCIe x 16 4.0 @ x16 4.0.

yes, it caps perf because you dont need much from a dgpu to do desktop etc.

install occt, and filter monitoring to gpu stuff, clear min/max and use the incl vga bench/tests and check the values reported, you should see power/voltage/gpu+vram clocks increase with load, and compare max values to what you should see (for your model).

dl

make sure to disable all other monitoring/tuning/ocing sw.

Try capturing clock speed on Core/Memory during game (since your second screen doesn't show actual value for them during gameplay).
You shouldn't see "green" perf cap bar for any reason at anytime during idle.
Make sure you don't have browser open in the background (maybe some mining ad is using GPU ?).

Haven't got time to try OCCT, tomorrow I'll try to try it.

This was playing on normal (It starts when the last PWR bar ends):

This one was playing with Maximum performance preference:

max perf mode is a waste, no matter if its win power plan or Nv settings.
its like running your car full throttle, while sitting at a red light.

use power plan on balanced, Nv cpl use adaptive, except for games that use less than 40% gpu load, then you use max perf to prevent downclocking on low load.

I don't really use it much, but in Destiny 2 sometimes when I'm on the menus it stutters a bit.

Here is OCCT (forgot to remove undervolting):

Clocks seem to be in-line with what it should be.

And after playing a game or doing a test, PerfCap Reason keeps changing between PWR and Idle:

unless game perf isnt there, i wouldnt care what (idle) status a tool reports when using desktop etc.

for destiny, are you using vrr/gsync?
capping fps? might just hit really high frame rates that cause stutter, but you need to be able to either see a fps/gpu load overlay during using game, or better, i recommend using afterburner, as it offers graph tracking, so you can see the last 10 min and check fot Spikes and see where how much load is on gpu/vram or see downclocking.

I'm using G-sync, and capping frames.
In Destiny I think you can't use Afterburner overlay. I'll try putting normal performance and see if it stutters again and check gpu-z or afterburner graphs.

overlay isnt required, just load the game, go back to AB and reset monitoring values then game for 5min
