I'm pinging the IP of another place and keep getting "request timed out"
Packets sent - 4, packets received - 0, loss - 100%.

Yet I can access the CCTV camera in that same place using the same IP.

blocked ping on your way (on some router).
Perhaps try tracert ?

EDIT sorry is that same local network ?

Hi,

If you can access this camera on this IP, but cannot ping it, it means that it's simply not replying to ping.
A poor 'safety' feature on many IP-enabled devices is that they don't respond to ping (ICMP echo) by default.
It should be configurable in your camera.

Cheers,

I'm pinging the modem (it's a modem/router). It's not the camera which is IP enabled but the dvdr is connected to internet.

It's not on the local network, I mean it's far away in another part of the country.

Edit: Robal... arghhh your avatar lol I've got a phobia for those! :)

Same as robal said but its the router which ignores ping from WAN.
Check the manual to see if you can turn it off.

EDIT: Ofcourse you are pinging its external(router's) IP not the one dvdr gets over that local network ? :)
