Is there any external/discrete card too? What one - Nvidia GeForce or AMD Radeon?
In case of GeForce/Radeon card, TWO options here -- either your discrete card has issues (more likely), or your monitor (less likely).
But it is most likely the card, unfortunately.
Can you try another, known to be working video card? :)

Almost forgot. Not every post in a language other than English is a "troll post", my first posts in English forums were always an incomprehensible mashup of words asking for help usually to troubleshoot the ancient computer I had built, I had to resort to these forums because they're the most active and my local forums aren't populated with a lot of knowledgeable users, that's a polite way to say they're mainly used by brutes, fanboys, and angry neckbeards that are impossible to argue with, heh. I remember using the Bing translator and just copypasting whatever it said, even though it made no sense at all I later realised, when I became a bit more proficient in English. In my defense, I always ended my posts with a sorry bad english.
But, even though my early posts must've hurt multiple users' brains there were some who actually tried to help to their best, can't say the same about the local nerds who still believe a Thermaltake TR2 is a decent power supply just because greedy sellers market it as a Gaming PSU and charge $120 for it :roll:

1) Was the CPU purchased new, or 2nd hand/used from a "friend"/random person on the Internet?
2) Was it purchased separately, or was it purchased with a motherboard, RAM, PC case/etc, other parts?
3) Is this thing on warranty, or did warranty expire already?
4) What PSU (power supply) do you use, what brand & exact model?
Are you sure PSU is not faulty?

IF this is a 2nd hand purchase, clearly the person that sold this to you was not fully frank on the state/status of this Intel CPU, i.e. they sold you a defective part. :(
