there are lots of apps, depends what you wanna do, minor manipulation like crop and resizing, or major editing like layers and manual changes.
Minor: Nothing stands out, there are just too many choices for download or online sites.
Major: Gimp, Corel Draw, Photoshop, etc.

Any web browser will be able to view standard image formats like gif, animated gif, JPG, BMP, PNG, etc. Press f11 in your browser to view full screen. If you want just a dedicated image viewer for slideshows and the like, maybe imageglass is more up your alley.

what do you mean 'watch'?? because 99% of the apps can be used for several image formats.
