Power limit problem

I need serious help plz regarding the power limit throttling on my Dell inspiron 15 7577 (i7 7th Gen kabylake and GTX 1050 ti)​

In old version of bios has controls of some parameters which has disabled in newer versions. I didn't know what is possible in this model for downgrade. Guide from Dell. Some ways to downgrade maybe possible but not in a home environment, but in a specialized repair shop.
Other way is settings in windows power plans.
Other way is cleaning of laptop and use if new/better thermal paste.
May combine different methods for better effect.
 
Hi, thanks for the reply, I did a bios downgrade from version 1.17 to 1.9 and it worked, mind you this was a custom like downgrade, where files from the 1.9 version are extracted then paired with files from the 1.17 for assembly. But hey it worked, I wonder if this is the cause of the problem.
