Probable voltage problems on the motherboard and unexplained gpu power halved

ok this is my configuration:

i7 4790s, 16gb ram, Sapphire rx 580 nitro +, power supply changed about 1 and a half years maybe even less FSP Hydro Pro 600w, and AOC GAMING 24 75 Hz 1ms monitor, Blue Light Shield, FreeSync
anyway here is the config:

one important thing that I think is appropriate to tell you, is that I've always had strange problems, which seems to be about the motherboard voltage or something like that,
for example over many years I've always had strange things happen to me such as the volume going up and down autonomously, as if someone was playing it remotely, but then I realized that it wasn't that because it happened even when I was offline, and I'm sure it depends on my logitech g510 keyboard, because it almost always happened after I touched the volume wheel on the headboard.
but the last crazy thing is about the gpu; the fans almost always after I turned on the computer would start at full speed, but they were unstable, it would drop the speed and go up all the time and after a while it would stop, I think it was hardware stuff because when it happened, the adrenalin program wouldn't notice anything and would give 0rpm. Then a few weeks ago I installed the speedfan program and checked the fans from there, but I only did it once then I closed the program, and since then this crazy fan stuff doesn't happen anymore, but I end up with another problem,
now I don't know this since it happened but the problem is that for a while now I had curiously noticed that the game Evil Within was strangely going below 30 fps, I thought it was an isolated case that it ran so poorly even at low details (which I set just for testing, since it's a game that could enjoy even at maximum details with my albeit old configuration)
but the epidemic seems to have spread everywhere and I've started to notice that if before I was having a blast with my humble 75 fps nice and steady even at 2k all at maximum details,now they can't get 50 fps even if I set everything to the lowest details.
This is something that in so many years I had never and I mean never happened to me! also because the computer seems to be running fine, but it's like the power has halved like there's a lockup.
the last game i tried for example was Resident Evil 2 remake which before i used to shoot it at 2k at high details, and i used to freeze it at 75fps with freesync otherwise it would go even further, but now same thing; it runs on 40fps even at low details and at 800x600

what a joke is this? has anyone ever had a similar experience?
I tried of course uninstalling and reinstalling the gpu drivers for good also with Display Driver Unistallar but nothing! then massive scans with different antivirus, tools like windows repair tweaker, programs to check the health of the hdd and everything seems ok,except that now i'm basically stuck with another 15 years old computer at the very least :|

ah and the temperatures are all great the cpu doesn't seem to want to go over 40° idle (70° with stress test) and the gpu maxes out at 60° with fan optimization created by me on adrenaline. (with auto mode it still doesn't go over 70°)
never overclocked either cpu or gpu, apart from a couple of times i tried from adrenaline software the automatic GPU overclock tuning but i reset everything as before right after because i never needed to overclock and i didn't like the idea of "straining" it


another piece of information I can give you is that for a long time when I was doing tests with HWinfo or OCCT it would give me alerts on Thermal VR which I honestly don't know what it is...
anyway about these programs, I'm not an expert but I'm ready for any test that would be useful for you to understand the problem

What about you guys? i would rather blow something up at this point than this joke that doesn't even let me know what's wrong and maybe what part of the computer to change.

do you guys have any ideas about this? what could i do? has this kind of stuff ever happened to you guys?
