Problem starting with 2 monitors

I was hoping to pick ya's minds.

I just purchased 2 Viewsonic XG2402 monitors and when I boot up with both monitors plugged in the computer will get power but then just sit there and won't post.

If I boot up with 1 monitor it boots and then plug the other monitor in after post it works just fine.

I've tried different combinations of 1 HDMI cable and 1 DP cable, then 2 DP cables, I even tried with my old monitor and 1 new monitor and still same problem. I even attempted to switch expansion slots and that didn't fix the problem.

The motherboard is a X470 GAMING PLUS (MS-7B79) and the video card is a XFX Radeon RX 570 Series.

The motherboard maker says it's not them, the video card maker thinks it might be the monitors and the monitor people say everyone else is crazy.

Could it be the RX 570 doesn’t know which monitor is the primary for the EFI splash screen causing the hang up during pre-boot?
