Problems With CPU core voltage/speed

Something strange happened to my PC. The core voltage and clock speed just went down, without me doing anything. It sort of just happened over night. I had overclocked the cpu with easy tune by gigabyte, up to 4.5 GHz, it worked fine for almost half a year, but now i doesn't anymore. The problem is that i can't change the clock speed.
I have tried to reset the bios and CMOS, but it is still not working.
In the bios, it says that my cpu is still running at 3.5 GHz, wich is the base clock speed, but the core voltage is way lower than it should be.

I have used CPU-z to see what the clock speed and the voltage is, and it is way too low. The clock speed is at 0.8 GHz, and the core voltage is at 0.7V, and i know for sure it should be over 1V.

The motherboard i have is gigabyte z87x oc force
CPU: Intel Core I7 4770k

Did you change the windows power options to Balanced? If so the CPU will step down to lowest frequency and voltage to conserve energy.

OCing is not guarantee to work like that for ever. Ocing using a windows utility is not best way, OC thru bios. Try to OC from the bios, in windows, load up some cpu testing tool and see if the speed goes to maximum you set it in bios.
 
Think it's solved, there was a SWITCH on the motherboard. :-)
