PSA: Update MPC-HC to 1.7.13

I had MPC-HC 1.7.10 installed and opened an Ogg Vorbis audio file. MPC-HC, without me realizing it, proceeded to eat all of the memory then all of the page file until software left and right was crashing. Problem doesn't exist in 1.7.13.

The program is abandoned.
The new download link is actually https://github.com/clsid2/mpc-hc/releases
Someone is doing basic maintenance and fixing a bug here and there.

still using nightly beta release 1.7.10.172 for several years. not a single issue.
