PSU and NB temp issues

On my new DFI rs482 Infinity I am having some temp issues. Mainly my Northbridge. My NB temp is hovering around 45c to 49c no higher or lower according to Smart guardian and the bios shows similar temps. If I wanted to add a chipset fan do I have to yank the motherboard out? If yes, is it worth it or is that temp range OK? Smartguardian temp monitors turn red when the temps are to high right? Since the temp is in yellow even at 47c I am assuming this is high but not excessively so. My ambient temps are high right now also. I ordered a small 40mm fan and I was thinking maybe with just a little super glue I could stick it on to the stock NB heatsink which is finned but has enough area to accomplish this. I seem to get better oc stablity if I up the NB chipset voltage but after warming up i get lock ups, usually when i get to 49c (chipset not cpu), and i was priming for a bit @2.7 and everything was cool till i hit the higher temp. Southbridge stays around 30c all the time so the heatsink for that seems all that is needed, and I have switched the stock cooler for a arctic freezer 64 pro and my temps go only as high as 45c load. Before i replaced my stock cpu cooler it was hitting 51c.

I have lowered my clocks to 2.4ghz till i get my Antec Truepower 2.0 550w as I was having alot of fluctuations and some random reboots on the Xclio 450bl with anything above that speed. I got to 2.7, 295 HTT and it was stable even with prime95 torture test for 2 hours (I stopped cause my wife needed to use it but no errors for that time), but as soon as I rebooted I would get restarts after logging into XP pro, and I started to get a funny smell so I yanked it and put my old Ultra 350w and set my bios speeds lower. Is this a good psu? I wanted modular but it made more sense to get stablity at a lower price and newegg sells a ton of these at 80 bucks and I have used Antec before. I already ordered it so I can't change it but would like others opinion if they have had experience with this particular psu.
 
So I added the chipset fan today, it was a tight fit between the outside of my ATIsilencer 5.2 and my Arctic Freezer pro 64, so I just used super gluegel (a couple drops at each corner and it seated perfectly. For anyone with the DFI rs482 Infinity board i can tell you the northbridge heatsink while large isn't cool enough for overclocking use. I got ten degree difference right from the start, now when I get my Antec TruePower 2.0 550w psu I can really get into some serious overclocking goodness.
