I overclocked r9550 Gigabyte + Arctic Cooling VGA Silencer rev. 3 to core-427 mem-255. ATITool show me that I have some artifacts but when I play or run 3d mark 2001 SE I don't see anything. So do you think that I can overclock some more ?

Those artifacts are just the first signs of errors in your graphics card. Althougfh it may look fine, your graphics card is likely to become unstable and crash after running more demanding games. Don't overclock any more, if anything lower your clocks by 10MHz. Those are good scores for a 9550 and you shouldn't expect much more out of it. The only other thing you could try to increase your overclock would be to get RAM sinks.
