I see some RAM listed as '1Rx8 or 2Rx8' rank (same part number)

Does that mean it can work as Single Rank or Dual Rank, and if so, what decides the mode?

Easy answer is no, thats not how it works.
 
I think that is to cover all of the kits.

IE the 16 and 32GB are likely single rank, where the 64GB kit is dual rank.
If it doesnt have more than eight ICs its typically single rank.
