Ram usability question

I noticed for the first time today when I was looking at my system specs that it recognizes there are 16Gb RAM but only 7.75 are usable.
I don't think I had one go bad as I ran a mem test maybe 6 months ago.
I have 2x8Gb, would I be better suited for 4x2GB?
Why in the capitol eff would it have 4 slots on the MOBO and only be able to use only 8 Gb? It is an old board, maybe I didn't notice when I bought it, I am sure I have looked at the system specs before and never noticed or something.
Either way I am ... disappointed...

Open up Task Manager ( Ctrl, Alt and Del keys all at once) once it's open select the Performance Tab then go down to Memory and it will display all the info there.
In use, available, committed and cached.

Run memtest 86+ see if it can see all the ram
Or you know the bios idk why im a dumbass
 
check that memtest can see all you RAM
 
Check your bios doesn't have onboard video enabled, and while you're there change the memory clock down a notch (like from 2133 to 1866) and reboot. If windows sees the full amount go back to bios and set it at the faster speed again.
 
If your motherboard is indeed the ASUS 970 Pro Gaming/AURA from your specs then make sure the RAM is installed in the correct slots... according to the manual recommended position is slots 2 and 4 counting from the CPU socket so it should be CPU > empty > RAM > empty > RAM
Also according to the specs 8GB should be fine, 2133MHz is mentioned in the specs but you could try turning off any XMP etc. and see if that helps any.

I had to check, but I have them as described. Thats a good way to put it A1 and B1 are a little confusing since they are not marked on the board that I saw.
I totally took my overclock off when I uninstalled all of my games. No XMP no nothing
Now it's just a glorified T.V. :cry:

I just looked it up, AMD 970 doesn't have any onboard video. This motherboard doesn't even have a video output connector. I think it's really strange that Windows is seeing 16GB of DDR3 but basically 8GB is being reserved. I would restore BIOS to defaults and go from there. If that doesn't make a difference, if you have a spare disk or don't care about the Windows install or disk contents install a fresh copy of Windows and see if that fixes it. You could also try the refresh install option but that doesn't always fix the problems.
