Really high ping in Source games

Memory Corsair XMS 4x 2GB 240-Pin DDR3 SDRAM DDR3 1600 PC3 12800
Video Card(s) EVGA Geforce GTX 970 4GB
Power Supply Corsair TX650W PSU
Software Windows 7 Professional 64-bit
TF2, L4D, L4D2, DoDS and CSS, all insanely high ping. It doesn't feel like regular terrible internet, especially because L4D can go through whole campaigns without any spikes. But other times the ping goes to 900 and just stays there.
The OS is Windows 7 64-bit, and I don't know what other fixable problems could be.
 
steam cloud, try disabling it

I hosted f.e.a.r v.1.07 on line with windows 7 for two weeks 3000+ gamers on my rig
and dam the ping was maxing out at 1000+ for all gamers up and down all the time,
Every 5 mins big lag that for all the gamers on my rig i was playing.
i was told by most people that runing old 32 bit soft were on win 7 can cores
lag coss windows 7 uses pv6 = INTERNET PROTOCOL VERSION 6..... the new net work frame work
old windows xp-pro 32 bit programs dont run two good on windows 7
the old soft were for windows xp-pro is made for only pv4

For all you know I haven't gotten an answer yet and you're trying to close the thread because some grammar-impaired guy derailed it?
It worked once, then when I change servers it goes right back up and stays there. There doesn't seem to be any definitive fix.
