Seems that there is no way to change the fan speed on my Gigabyte rx 6600 below about 1730ish rpm.
Is there any way around this or am I stuck with it. I only use the computer for home cinema, no gaming...

Your card has a Zero Fan feature which turns the fans off at idle and low loads. If it doesn't, you probably need to reinstall the driver.
If you'd like to limit rpm under heavy loads, you can tweak fan settings in Adrenalin:

I have that, but I cannot move the fan speed any further down than 33.
 
So I guess it's not possible..??
 
Nope just use the card, dont wreck it
