I recently upgraded my pc and i have an i5 13600kf and a 4070, a few weeks ago idle temperatures were perfect at arround 30-35 degrees but now everytime i turn on my pc and keep it on for a few minutes it rises up to at least 45 degrees and even goes up to 50 or more, ive been checking sensors and gpu clocks and memory clocks randomly spike to arround 2800mhz and 1300mhz at IDLE and i think this is the reason why the temperatures rise even at idle, any ideas on how to fix this

There is nothing to fix and your PC is operating as it should (aka normal behavior).

There is no such thing as random spikes for GPU and its memory clocks. Some apps briefly utilize your GPU because they simply need to (like your browser for instance and/or other background tasks).

Thank you for your response, this makes sense, is the temp raise normal then? I dont get why it suddently idles such high temps

As long as you don't see 60 while browsing the internet, you're fine...

are fans on gpu running or are they on silent where they stop? That would be easy reason for 45+. my 4070 super(asus dual) with fans set to run min of 30%(1000rpm) sits around 38-40c

i have a solution. Open nVidia control pannel, go to the 3D settings, adjust image settings using the preview, select use advanced display settings and apply, select back use 3d application settings and apply and now minimize the nVidia control panel application (do not close the application) and that's it

Why not close it?

You can close it.

Also OP, stop looking at things you don't understand and just enjoy the card.
