RTX 2070 low performance in games

so a friend of mine has recently bought a new monitor, the ASUS VG27AQ, and ever since (probably even before that happened) he's been facing low FPS issues while playing games like Dead By Daylight. He reached out to me asking for assistance and I instantly knew it was something that probably has to do with some settings he changed and what not but I really don't have an answer to that problem, that's why I referred to the forum, you guys.
he said the following:
"so my problem is that i get really bad frames in certain games, especially while playing GTA. I looked up different videos, changed my settings very often, but i'm still stuck at 50fps. With my new resolution it's gotten even less

I also played Dead by Daylight yesterday and noticed that my CPU or GPU went up to almost 100% (it went down to around 80 after a bit though)

and i suddenly had only 80fps despite having the settings for graphics and such at medium

then i also noticed my frames not being consistent, i usually play at around 144hz, but my frames usually drop up and down between 100 ~ 155

i then tried to set it down to 120hz, but it still doesn't look smooth"

I only see a HDD in that list. Everyone with current hardware should be using at least 1 SSD by now.
Also some games benefit from being installed on a fast SSD such as GTA V.
 
What was the resolution of the previous monitor he owned, before the one listed in the OP?

Beyond that obvious FPS killer of a higher pixel count, he should be able to reset everything from the monitor settings in Windows, GPU settings in nVidia CP, and even set the new screen to default through the buttons on it. Start from scratch, work back up until he finds the issue again.

The above is also correct. The more involved the game you are trying to play is, the worse an HDD "feels" when loading.

My friend asked if a SSD is crucial or if there are any ways around it?

My friend had a 1920 resolution prior to that. It was a 60hz monitor. On Dead by Daylight, he barely noticed any frame drops, but he noticed them on GTA every here and there.

Thank you a lot for your reply regarding the method you kindly suggested! My friend doesn't really know how to reset everything the right way though. Could you please list down the steps needed for him to do so, if you don't mind of course?
