RTX 2080TI - How to keep max boost on less demanding game - clocks fluctuating causing lag spikes

HI everyone. I have a problem in less demanding game which is Diablo III. On max boost clocks which is about 2050MHz game i smooth as silk (Game is very poorly optimised, only about 60-65 fps on 2050 clocks even that game uses only 40% of gpu power). The problem is that this game use about max 50% of power limit on max settings causing GPU to downclock to 1500-1600MHz. This downclocking cause massive lags in game and massive fps drops. Is there any way to keep boost clocks high even if power limit used is low?
Card is overclocked using curve. Playing in 4K maxed out.

CPU and GPU is cooled by X41 kraken (one for each). Temps are CPU 60deg C max, GPU 41deg C max. So there is no problem here. Screenshot attached.

In the nvidia control panel > Manage 3d settings > add the game > power management mode > Prefer maximum performance > Apply.
 
It is set as that.
 
just run 5k dsr
 
Problem solved. EVGA Precision X1 and boost lock is working.
