RTX 3070 Ti TDP and perfcap questions

Hello,
I didnt have a new nvidia gpu for a long time so this is all new to me. Finally upgraded my desktop with used 3070 Ti.

I have read online and flashed 3070 Ti suprim bios to increase power limit of my gpu from 290W to 310W stock plus 106% on msi afterburner (330W total)

I have overclock a bit +140 on core +500 on memory. at +600 on memory score did not improve on 3dmark and core overclock crashed cyberpunk even though it is stable on 3dmark.

But as i remember gpus used to hit power limit and that was the main factor i am not hitting power limit but gpu simple doesnt use all the 330w power limit it can use and i do not know why.

GPU-Z shows idle as perfcap reason how can i improve performance to the maximum of the cards capability

Also is my cpu or ram bottlenecking the gpu?

PerfCap Idle usually means the CPU is limiting performance and the GPU still has room to boost. Try increasing game details or run different benchmarks to check.

How can i test it? I have attached 3dmark score when playing game cpu utilization is not high
 
Are you sure something isn't up with the 11400? I know it's not exactly cutting edge but 8200 seems a little low. I don't know what an average CPU score for the 11400 is.

Your Suprim is clocking 50-80MHz higher than me generally (although I'm also only pulling like 250W at these settings), graphics score seems fine

As far as I can tell, however, Time Spy CPU test just runs all-core so the 11400 being a 6c clocked as low as it is, makes sense

As far as the 3070 Ti goes, honestly, I don't see much point in pushing more power. 290W is already pretty obscene for what it is (a 3070 with a 3080 power budget)

The way 3DMark factors CPU score into overall, I don't think it affects you nearly as much in real games

11400 is not the cutting edge but it is only a year old 6 core cpu with pcie gen 4 i thought it would be enough but because it is locked i can not overclock and test if that would improve things. For some reason even though 11th gen intel cpus are done since 12th and 13th gen are overperforming them at better prices.11th gen did not get cheap enough for me to upgrade. How can i test my cpu on games?

Also your cpu is very good and we have same gpu and 1440p monitor our results could be compared to each other thanks for helping me

If you have MW2 you could run the benchmark then I can run with same settings

Or you can look at some 3070 Ti reviews and see if you get reasonable performance compared to them, most probably tested with like 5950X/10900K/11900K.

imo you should be fine unless something is seriously borked with your settings

No, idle perfcap reason in GPU-Z means nothing. iirc as long as you're not running completely stock (OC or changing V-F curve in any way), it'll always show idle. Same for mine in any games, GPU-Z does not read perfcap reasons properly, I run an undervolt curve. HWInfo shows the other perfcap reasons (although I don't know how accurate it is, I feel like perfcap is just broken for RTX 30)

GPU-Z always stuck on Idle/utilization, even at the same time when HWInfo is hitting the other perfcap flags.

But the reason I said not sure is because perfcap behaviour on 30 series often just doesn't make sense (e.g. Power flag tripped when at 60% utilization and like 50% of TDP, Thermal flag at just 50C). 20 series by comparison had pretty predictable perfcap behaviour. Maybe driver related, who knows
