The 3070 TUF should use around 260W of power, it should be fine for that configuration.

I ran my 3080 config as shown in specs from a Corsair SF600 Gold for about a year with no issues, even tested multiple times unhinged at ~375w draw to see, never a single shut down. I'd wager you'll be OK but I also have no experience with that exact model.

The CV series are entry level Bronze-rated PSUs. Given OP has a 5600X, two fans and just a single 480 GB SSD, it'll be alright, I suppose. But it's definitely not with room to spare, and if overclocking or a CPU upgrade is planned, I would definitely recommend looking at a meatier power supply down the road.

whole rig with 5600X + 3070 would use like ~350W, so yeah corsair CV650 works fine.

It should still be fine as per the spec to deliver a continuous 650w, while drawing more from the socket than a more efficient model. PSU's can be a mixed bag, where you'd assume efficiency correlates to quality, but not always. OP should be fine IMO but reading some good reviews of this model, if they're available, should expose any weaknesses or horror stories.

Oh yes, absolutely, but I actually meant entry-level Bronze. The CX series are a notch above the CV series in the product stack, if I'm not mistaken they're supposed to succeed the VS series White-rated supplies. Still, I don't believe they're going to be much of a problem, especially if OP is using a 220-240V AC outlet.

Yep, the PSU should be fine - but that depends on the GPU's transient power draw behaviour and how the PSU (and to some degree the motherboard) interacts with this. GN did an excellent investigative piece on GPU transients recently. Still, even a relatively crap 650W PSU should be able to handle >2x power transients from a 260W GPU, so the OP should be perfectly fine. There's no real way of knowing without testing though.
