Rx 580 2048sp overheating problem

reaching 90 c in about 4 minutes idk something wrong with fans or the part that control them when it reaching like 70 the rpm start flactuating to weird numbers like 10000 and then go 1400 rpm most of the time and drop 900 rps and it make some times weird noise when it reach certain degree like printers noise and the noise stops this didn't use to happen before
