RX 580 fuzzy screen before boot

I flashed bios for mining and than reflash to original bios but my card not good as before first flash. I turn on the computer but it stuck at black screen. I press the reset button several times and the computer boots up but a garbled image appears for 1 second before booting. After boot GPU working well at original clocks. How can i fix this?

Get a new CPU.
Better yet, try the GPU in another system to see if that is the cause, or try another GPU in yours.

I have too many component and i tested them all. I'm sure the problem is caused by the video card.
