RX560 (Baffin) No Display Until Windows Loads Driver

I have a Biostar AMD Radeon RX560 (Baffin) GPU. The problem I have is 99% of the time I don't see the BIOS splash screen because the GPU won't post anything to the monitor until windows boots and windows 11 lockscreen loads. But once in a blue moon it does show the motherboard splash screen. I have tested an RX570 that I borrowed from a friend and that works flawlessly. And because of this I have issues changing BIOS settings and doing anything else outside of windows. I can't go to Windows Safe Mode or have display output outside Windows. I once did a factory reset of the driver with AMD Adrenaline Software which required for me to restart but once I restarted I had no display output for a long time and I left it there and after an unimaginable time it started displaying image. (I think that was because windows auto downloaded gpu drivers to it).

Sometimes even if the gpu outputs display the screen will be way too dim and I'd have to reset the graphics driver with Win+Ctrl+Shift+B to fix it. Is there any way that I can fix this goddamn issue. I wanna dual boot linux and do other stuff with the pc but I can't only because of this one issue.

Ryzen 5 3500x
MSI B450M MORTAR MAX
8 GB 3200MHZ
Corsair 450watt Bronze PSU
256GB NVME
Biostar AMD Radeon RX560 4GB GDDR5

Dont look at just the pictures. You need to check the part number! When looking up the part number with google you end on biostar:

See screenshot below where the part number is listed. You can validate if that part number is also listed on your card.

Yeah the gpu part number is VA5615RF41-TBVRA-BS2

 
Is CSM support enabled on your system? Did you try a different output on the graphics card?

I think I tried changing every bios settings but it was the same everytime. (changed the bios with a friends rx570) And no i did not try different outputs since my monitor does not have dvi or display ports. only hdmi and vga.

Update: I flashed a different pretty similar VBIOS from Sapphire just to see if it would fix itself. Nothing changed. I rolled back. I am thinking that maybe I have a corrupt BIOS chip or something?
I think this is the VBIOS chip. Should I try and get it replaced? I don't know anymore where the problem lies.

Something else I have noticed that is if I unplug and plug the gpu back, it wont boot into windows. And the Motherboard debug LED would be stuck on VGA. But after turning off and on and plugging it back again after a few tries it boots and after that it works without issues and boots right into windows.

Try the MagicGop1.69

You need an unmodified vbios that has lower gop version for example 1.68 and then update it with 1.69 magic gop

Modded vbios need csm enabled.
The only way to use uefi boot (without secure boot) is to use magic uefi gop 1.69
 
Oh thank you so much for replying! I am new to this. Can you please elaborate just a bit more? And yes you got it straight to the point I want the Graphics Output Protocol (GOP) to work consistently. Like I said before, the bios splash screen appears once in a blue moon. So I actually don't know what to fix and where to fix . So please if you can elaborate just a bit more, I am in shambles trynna make this thing work.

No, because this motherboard is a replacement motherboard and I mostly forgot. Main one died and I had to sent it to warranty and got this back as replacement. I live in Bangladesh, load shedding is an issue. So yeah I didnt update the bios because of that. But I did update the previous motherboards BIOS and it still had the issue. I will update this BIOS too. And reply when I'm done.

There's a lot of reports of AMD RX400/500 series with difficulties/issues in signal output when running these cards in UEFI mode.
What some users did was using a "special GOP driver 1,69" (Yours is 1.70) that fixed "some" (great success %) cards, i'm not the author of this "modified "magicGOP 1.69"
Some basically you need to flash card again after using the referred tool.
If not comfortable in flashing the GPU card don't engage this action, this is a user side task ONLY.
You want to learn, search for AMD flashing/recover, read the thread/users experiences regarding this (NOT official) tool.
Most cases using the dump 1.70 will not take effect, so that's why is advisable to flash 1rst an older vbios with older GOP if possible, or a generic AMD RX560 vbios according the card specs.
The tool can identify any vbios/dump, for GOP driver version before any flash, so you have to do is download a few/lot of vbios and drop them in the tool, it will report the GOP driver in each one.

I did update the GOP to 1.69 with magicGOP and flashed it but no success. I don't know what to do anymore. I guess it's a hardware issue atp.
 
You tested an RX570 borrowed, on your mb, all it misses is to test this card on another mb system.
I don't point to a gpu issue... more a vbios/mb incompatibility.

I did test my rx560 on my friends system it has problems, no display and i think it also didnt want to boot then i plugged and unplugged a few times like i have to do with mine to get it to boot sometimes if i ever take it off the system. And my friends 570 works flawless on my system no issues at all. So now im wondering what could be the hardware issue of the gpu. Because the gpu works fine inside windows with no problem.

The Mortar doesn't like the gpu or gop/vbios... i dont see more miracles here.

EDIT: Back in 2017 or 2018 i build a new system for a client, when arriving at his residence...surprise a brand new RX580 no output signal, i went mad as the system was ok in my office...
"After several reboots and tests...hum lets change HDMI cable... boom, display ON (Note that his cable was ok in old system with same LCD)... but now with same LCD and his HDMI cable was NOT OK for the new RX580.

Nothing posts with UEFI but no Secure Boot (But the bios splash screen would randomly show up for a split second and I could enter bios, like before). Changed to CSM and now the splash screen doesnt even randomly show up for a split second for me to enter bios. Windows is booting on UEFI bios mode still. I'll keep trying to see if I can get to the bios and change CSM back to UEFI with Secure Boot.

Update: Yes no display just boots straight into os. It goes to BIOS if I keep pressing DEL, I can F10 Enter and exit. But no display.

Edit: I'll try another HDMI cable and update if anything changes.

So I got a gt 710 plugged it in and that works perfectly.
What i noticed was my rx560 would often just be unable to load drivers.
Device manager would say this
"this device is not working properly because windows cannot load the drivers required for this device. (code 31) {operation failed} the requested operation was unsuccessful."
And i think the gop is not the issue here. It does sometimes work. I think my gpu just takes too long to wake up, and because of that the system just sometimes cant recognise the gpu or something.
 
Yes, now with your driver issue report, i also think that its more than UEFI/GOP issue... more hw issue, good luck.

THANK you so much, as always, "I love AMD". Saved my a** cuz I wanted to supply one RX480 for client needs. Now I'll offer better GTX 1650 without any STUPID issues lol...
