ok is it safe to make my c: partition smaller and crate another partition on the drive??? will i lose any data?? what are the risks if any???

De-fragment before you partition, but yes you should be safe doing it!

What are you using to partition C?

I've never been able to partition C or any other letter unless there was space empty on the disk already.

I wanted to move my page file into a separate partition if that's even a good idea in the first place.
