For every 1 in 4 website I visit I get web pages that refuse to load until I eventually get an "Server not found" type error, however the site will only load correctly after clicking the refresh button two of three times. I've been having this problem for months now, but I'm running out of patients, I've tried formatting numerous times so I know its not a virus or spyware.

I've tried like so many browsers with the same problem. IE 6, IE 7, Firefox, Opera, and Netscape Navigator all with the same problem. I've even port forwarded port 80 and 443 on my router without any luck:banghead:
 
Try different network cards, ethernet cables, and bypass your router by pluging directly into your cable/DSL modem.

I'll try a different network card, I've got a few lying around.
 
Could also be the new IE settings from latest update. AV/SPYWARE software settings on Firewall, Privacy settings, or a number of other built in BLOCKERS trying to make you safe!
I recently got an update from my Firewall that blocked everything like that. I had to turn on an "advisor" that told me what to "check" in order to allow the connection.

Have you tried clearing cache and cookies? Updating NIC drivers? Repair connection? (Right click your connection in "Network Connections" folder and select repair)
