Server PSU confusion

I have a delta 2400w psu and its plugged into a 20 amp 250v sockets that I installed into wiring in my mining room. I plugged it in and it comes on but it doesn’t show any voltage on the breakout board. The fans are spinning however they are spinning on a very low rpm. When I press the on button on the breakout board the fans spin a little faster, but it still does not show any voltage. I plugged in all 12 of my GPUs and motherboard. The motherboard won’t turn on and the GPUs wont turn on. I’ve tried everything it just stays at that low idle fan speed. I even got new breakout boards. I hooked up my atx power supply I had and it powers the motherboard and GPU's that I plug into it. However when I unplug the power cable connected to the back of the server psu and plug in a pcie cable from the atx power supply it comes on fans spinning full blast. Its just when I plug it into the wall it wont work. I'm lost to what the heck is wrong. Any ideas I'm really getting sick of this thing.
