i have a server runnning windows server 2008 enterprise. how do i deploy an OS from the server so that networked pc's can boot on it via NIC?

Windows 2003 SP2 and above has Windows Deployment Services for remote installations.

That's the kind of question one goes to school for...

Shortly, you need a software distribution package. Citrix is a big one. There's probably free stuff. Check out the page on wiki for Thin Clients. Linux can be used to boot from lan, get you to a basic desktop, then you could log into a VM for windows based on your server I suppose. There's really a ton of options, none of them are simple and easy. Its just not something that end-users were meant to figure out and utilize. There's a lot of configuration involved, I do not envy you if you really want to head down that path...

Windows Deployment Services is the one indeed. It replaced good old RIS. You require a DHCP server for it. I'm not sure if a domain is still required tough, it was with RIS.
