In general are more shader units better?
 
Not necessarily. It all depends on the GPU's architecture. For instance 320 Stream Processing Units (64 Stream Processors) on an ATI Radeon is not better than the 128 Stream Processors found on a Nvidia graphics card, but 320 SPU's are better than the 64 Stream Processors found on the 9600GT due to the Radeon's shaders being more advanced.
