Should GPU fan works all the time!?

I have a brand new sapphire RX 580 and the fans works only when the computer starts then it stoped but the computer is works well and not shut down or make any weird issues.

IS THAT OK or I HAVE AN ISSUE?

If so, how can I fix that and why it happened?? It is brand new GPU!
 
Depends on the brand, but many have a fan all-stop mode built in where it only kicks on when above like 40c. If your idle it doesn't run.
